Language Rights Support Program (LRSP)
As of September 9, 2009 the University of Ottawa became the managing institution of the Federal Government’s new Language Rights Support Program (LRSP) through a joint partnership between OLBI and the Faculty of Law.
The Federal Government announced the creation of the LRSP in June 2008. With its initial $4.5M budget over three years, the Program stresses a better understanding of linguistic rights through public education. It will focus on mediation and consensus-based decisions to facilitate amicable agreements, and will also provide funding for court proceedings to focus on advancing and clarifying linguistic rights.
From the start the LRSP was intended to “be administered by an independent institution that has a broad mandate for service to the public institution,” according to Canadian Heritage , and the University of Ottawa was invited to submit a proposal to become its managing institution in May, 2009.
Éducaloi
Because Language Rights are complex, the QCGN and Educaloi has teamed up to promote awareness around the Language Rights Support Program (LRSP).
By clicking on the thumbnail on the left, you will be directed to Educaloi FAQ section about the Language Rights Support Program, which covers questions from what the LRSP do and what official languages rights it protects to how to apply. You can also visit Educaloi at http://www.educaloi.qc.ca/en/
Awareness Campaign
Heading to its annual general meeting and members convention in June 2010, the QCGN was mandated by the Language Rights Support Program to implement an awareness campaign among the English-speaking community of Quebec.
The QCGN has put together a fully bilingual information kit (below) which includes articles about how the Program was created and interviews with members of the expert panel. To download the information kit, click on the thumbnail above.
Public Service Announcement
As part of its Roadmap for Canada's Linguistic Duality 2008-2013: Acting for the Future, the government of Canada has established the Linguistic Rights Support Program which seeks to promote awareness of constitutional language rights through public education, to offer access to alternative dispute settlement methods so as to reach agreement out of court, and to support litigation that helps advance and clarify constitutional linguistic rights when test cases are involved and mediation has failed. To promote a better understanding of the program, the QCGN has partnered with the LRSP to commission three Public Service Announcements (see below) to explain the program.
