The goal of the HSSNPI is to build the networking and partnership capacities of English-speaking minority communities in Québec so as to improve access to health and social services in English.
The objectives of the HSSNPI are to:
- Generate, integrate and share information and knowledge regarding
- Key determinants of health and well being in English-speaking communities
- Community health and social service needs and priorities provincially, regionally and locally
- Current access levels to health and social services in English, including public, community and volunteer services
- Past and current strategies to improve access to health and social services and their effectiveness, including the identification of :
- Lessons learned
- Best practices
- Design and implement evidence-based plans and strategies at the provincial, regional and local level to improve access to health and social services in English
- Create networks and partnerships which mobilize and engage community resources and institutions, and foster the participation of decision-makers and organizations in the public health and social services system to work together to:
- Promote the participation of local and regional English-speaking communities in the development of health and social services:
- Enhance joint assessment of health and social service needs and priorities of English-speaking communities
- Improve the efficiency of delivering health and social services to English-Speaking communities
- Optimize the complementarities of community and public resources
- Develop and target the use of volunteer resources
- Ensure the sustainability of services
- Build provincial, regional and local community building capacity in the English-speaking community throughout Quebec
- Facilitate exchanges among networks, institutions, planners and the general English-speaking communities in order to
- Increase the flow of information and expertise
- Develop tools and competencies that support effective networking and partnership growth

- Develop provincial and regional perspectives on common issues
- Improve the development of effective evaluation techniques
- Promote liaison with federal and provincial government agencies with regard to programs and initiatives that improve the health and well-being of English-speaking communities
- Increase the visibility of English-Speaking leaders and volunteers in the public health and social services system
- Improve overall understanding of the health and social service needs of the English-Speaking minority communities in Quebec
- Showcase the collaborative approaches that can be developed and implemented to address the access needs of English-speaking communities in the health and social services area
- Promote the benefits of a networking and partnership approach between community and public services
